Taking the district cooling system for a government office building as the studied object, tests a typical cooling condition in summer, and collects the operation data in cooling seasons of 2013 and 2014 and part of data in cooling season of 2015. Calculates the COPs of chillers and EERs and cooling loss of systems based on the data including water temperature, flow rate, power and capacity. On this basis, emphatically studies the load characteristics of the district cooling system and the influence of water storage system on system energy efficiency under these characteristics, and proposes the optimization for the system problems. The results show that the time of partial load rate less than 25% accounts for more than 55% of the cooling season, the time of partial load rate over 75% only accounts for about 10%. The mean load ratio of day to night is 2.4∶1, and that of workday to weekend is 1.6∶1. In addition, comprehensive EERs in cooling seasons of 2013 and 2014 are 3.63 and 3.55 respectively, and COP in 2015 cooling season ranges from 3.43 to 5.07. The total cooling loss of the system accounts for 9.3%-11.4% of the total cooling capacity.
